Minimum Wage in the Philippines 2026: Rates by Region

The Philippines has no single minimum wage. The daily rate depends on where the employee works. In some regions, it also depends on the sector, city or municipality class, and number of workers.

Rates checked September 29, 2026. We checked these private-sector daily rates against each NWPC regional page, the linked wage orders and the NWPC September 2, 2026 national matrix. The figures are a static record. A regional range is only a summary, not a rate that an employer may choose.

Two changes since early September:

• NCR: Wage Order NCR-28 set ₱755 and ₱718 from September 26, 2026. The earlier NCR-27 never took effect because of court orders.
• Central Visayas: Wage Order ROVII-27 adds ₱42 a day from October 14, 2026. It also covers Negros Oriental and Siquijor until the Negros Island Region has its own wage board.

The “current daily rate” column shows the lowest and highest private-sector tiers in force or published on the check date. Use the region sections below to find the row that fits the workplace.

Minimum wage by region and province

These figures are daily minimum wages, not monthly salary estimates. To compare the two pay structures, see our guide to daily rates and monthly salaries. Each section lists the provinces and main cities the regional board covers, then every rate tier in its current order.

NCR (Metro Manila)

Manila, Quezon City, Makati, Pasig, Taguig and every other NCR city, plus Pateros: ₱755 a day for non-agriculture and ₱718 for the lower tier, effective September 26, 2026 under Wage Order NCR-28. For work before September 26, the NCR-26 rates of ₱695 and ₱658 applied. NCR-28 says the earlier Wage Order NCR-27 never took effect because of court orders, so its January 2027 tranche does not apply.

CAR (Cordillera)

Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province and Baguio: ₱505 a day for all private-sector categories.

Region I (Ilocos)

Ilocos Norte, Ilocos Sur, La Union and Pangasinan: ₱505 a day for non-agriculture employing 10 or more, and ₱480 for smaller non-agriculture employers and agriculture.

Region II (Cagayan Valley)

Batanes, Cagayan, Isabela, Nueva Vizcaya and Quirino: ₱500 a day for both non-agriculture and agriculture.

Region III (Central Luzon)

Bulacan, Pampanga, Tarlac, Bataan, Zambales and Nueva Ecija: ₱600 a day for non-agriculture, ₱590 for retail/service and ₱570 for agriculture. Aurora has lower rates: ₱560, ₱515 and ₱545 respectively.

Region IV-A (CALABARZON)

Cavite, Laguna, Batangas, Rizal and Quezon: ₱508 to ₱600 a day, depending on whether the workplace is in the extended metropolitan area, a component city, or a first- to fifth-class municipality. Check the order's area list for the city or town. Retail and service businesses regularly employing no more than 10 workers use ₱508.

MIMAROPA

Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon and Palawan: ₱455 a day for all establishments. The previous above-10 and below-10 tiers have converged.

Region V (Bicol)

Albay, Camarines Norte, Camarines Sur (including Naga City), Catanduanes, Masbate and Sorsogon: ₱455 a day, rising to ₱480 on December 1, 2026. Naga City in Cebu is a different place; see Region VII.

Region VI (Western Visayas)

Aklan, Antique, Capiz, Guimaras and Iloilo: ₱550 a day for non-agriculture employing more than 10, ₱525 for 10 or fewer, and ₱520 for agriculture. NWPC's Region VI page still lists Negros Occidental and Bacolod under these rates; see the Negros Island Region section before using them there.

Negros Island Region (NIR)

Negros Oriental and Siquijor: ₱500 a day, rising to ₱542 on October 14, 2026. Wage Order ROVII-27 says the Region VII board keeps jurisdiction over both provinces until an NIR wage board is formed, and applies its increase there. Negros Occidental and Bacolod: ₱520 to ₱550 a day, because NWPC's Region VI page still lists them under RBVI-29. NWPC's NIR page shows ₱000 as a placeholder; do not use it.

Region VII (Central Visayas)

Cebu City, Lapu-Lapu, Mandaue, Talisay and the rest of Expanded Metro Cebu: ₱540 a day, rising to ₱582 on October 14, 2026. Bohol, Negros Oriental, Siquijor and other Region VII areas: ₱500, rising to ₱542. Wage Order ROVII-27 adds ₱42 a day for all private-sector minimum wage earners in the region.

Region VIII (Eastern Visayas)

Leyte, Southern Leyte, Samar, Eastern Samar, Northern Samar, Biliran and Tacloban: ₱470 a day for non-agriculture and larger retail/service, and ₱440 for small retail/service, cottage industries and agriculture.

Region IX (Zamboanga Peninsula)

Zamboanga City, Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay: ₱464 a day for non-agriculture and retail/service employing 10 or more, and ₱451 for agriculture and retail/service employing 1 to 9.

Region X (Northern Mindanao)

Cagayan de Oro, Iligan, Malaybalay, Valencia and the other Category I areas: ₱500 a day. The rest of Misamis Oriental, Misamis Occidental, Bukidnon, Lanao del Norte and Camiguin: ₱485. Retail and service businesses employing no more than 10 use ₱485 everywhere in the region.

Region XI (Davao)

Davao City, Davao del Norte, Davao del Sur, Davao de Oro, Davao Oriental and Davao Occidental: ₱540 a day for non-agriculture and ₱525 for agriculture.

Region XII (SOCCSKSARGEN)

General Santos, Koronadal, South Cotabato, Cotabato, Sultan Kudarat and Sarangani: ₱460 a day for non-agriculture and retail/service, and ₱443 for agriculture. Cotabato City is in BARMM.

Region XIII (Caraga)

Butuan, Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands: ₱475 a day across the listed sectors.

BARMM

Cotabato City, Lamitan and Marawi: ₱436 a day for non-agriculture and ₱411 for agriculture or retail. Other BARMM areas: ₱411 and ₱401. Both rise on December 1, 2026.

How a small employer finds the right rate

For a cafe, shop, restaurant, clinic, salon, or similar business, answer these questions in order:

1. Where does the employee work? Use the workplace covered by the order. Do not default to the owner's home address or the head office.
2. Which sector does the order assign? “Retail/service,” “non-agriculture,” and other labels are defined by the applicable order.
3. Does headcount change the tier? Regions I, IV-A, VI, VIII, IX, and X—and NCR's lower tier—use establishment-size distinctions in at least one category.
4. Which tranche covers the work date? Use the rate in force on the dates worked. Do not apply a December increase to September work. Once a tranche takes effect, stop using the old rate.
5. Is there an approved exemption or statutory non-coverage? Do not assume that being small creates an exemption.

Record the wage order, category, work location, and start date in the payroll setup. Use the payroll checklist for every cutoff when a wage change falls within a pay period.

Exemptions and BMBE status are not automatic

The NWPC latest-orders matrix lists deadlines for exemption applications under private-sector orders. Each order sets its own eligibility and document rules. Filing does not mean the board has granted an exemption. Read the order and the regional board's forms.

The BMBE law exempts a qualified Barangay Micro Business Enterprise from minimum-wage coverage while it holds a valid Certificate of Authority. The official DTI BMBE portal explains the exemption and the benefits that employees retain. Read the current rules. Ask the regional wage board or Philippine labor counsel before paying less than a table rate.

Kasambahay wages use a separate monthly table

This guide covers daily minimum wages for employees of private establishments. It does not list kasambahay rates. NWPC publishes separate domestic-worker orders with monthly minimum wages. Do not use a monthly kasambahay rate as the daily rate for a cafe or shop employee.

Updating the rate in payroll

Is there one national minimum wage in the Philippines?

No. Regional wage boards set different daily rates. Some orders also vary by location, sector, or establishment size. Match the workplace and business category to the correct row in the wage order. Do not treat a regional range as one rate.

What is the NCR minimum wage in 2026?

₱755 a day for non-agriculture and ₱718 for agriculture, service/retail employing 15 or fewer, and manufacturing employing fewer than 10, effective September 26, 2026 under Wage Order NCR-28. Which minimum wage applies to a small shop or restaurant?

It depends on the workplace and wage order. Some regions have a separate tier for retail or service businesses below a set number of workers. Others use the non-agriculture rate. Count workers under the order's rules and confirm the category with the regional wage board.

Do these daily minimum wages apply to kasambahays?

No. The rates in this guide are for private-sector establishments. Kasambahays are covered by separate regional domestic-worker wage orders that set monthly minimum wages.

What minimum wage applies in the Negros Island Region?

No NIR wage order has been posted yet. Wage Order ROVII-27 keeps Negros Oriental and Siquijor under the Region VII board: ₱500 a day, rising to ₱542 on October 14, 2026. NWPC's Region VI page still lists Negros Occidental and Bacolod under Region VI rates of ₱520 to ₱550.

Does a future wage tranche apply before its stated date?

No. Use the rate in force on the dates worked. A later tranche starts on its stated date unless an order, appeal, injunction, exemption, or later issuance changes its implementation.
